国家发改委宏观经济研究院经济形势分析课题组完成的一份名为《宏观调控:重点调整过剩流动性的流向》的报告,建议大幅度调整房地产发展政策,放弃房地产支柱地位,彻底改变房地产依赖型的经济模式,还房地产民生性产业的本原。把房地产当作支柱性产业,当作拉动地方经济增长的主要手段,当作增加地方收入的主要渠道,政府就必然要为房地产业的“做强做大”不遗余力,这样就势必要不断推高房屋价格,而且必然要导致房地产调控目标的落空。
