[目的]掌握深圳市龙岗区街道级公共卫生机构建设现状,探究其发展进程中所处的优劣势,拟定自身的中长期发展战略规划。[方法]针对深圳市龙岗区7个街道预防保健所(卫生监督分所)的公共卫生服务体系及能力,采用态势分析法进行综合评价。[结果]该区公共卫生机构的优势为:街道预防保健体系初步建立,公共卫生工作成效显著。劣势:政府财政投入不足,编制不足,人员流失严重,存在监督与创收服务一体的体制缺陷。机遇:各级政府加大了对公共卫生基构的财政支持投入,基层公共卫生工作的重要性日益突显,基层公共卫生机构改革正在规划。面临威胁:监督执法压力日渐加大,风险提高;业务范围面临严重萎缩。[结论]必须转变政府观念,理顺基层公共卫生运行机制,实行全额保障管理;创新服务模式,强化区域内公共卫生机构的均衡化发展,提升整体服务水平;推进公共卫生信息系统和平台建设,全面提升公共卫生监测评估和决策管理能力。
[Objective] To master the status quo of the construction of street-level public health institutions in Longgang District, Shenzhen, explore the advantages and disadvantages of its development, and draw up its own strategic plan for medium and long-term development. [Method] Aiming at the public health service system and ability of seven street preventive health centers (health supervision branch) in Longgang District of Shenzhen City, the situation analysis method was used to make a comprehensive evaluation. [Results] The advantages of the public health institutions in this area are as follows: The initial establishment of the street preventive health care system has achieved remarkable results in public health work. Disadvantages: inadequate investment in government finance, lack of preparation, serious staff turnover, and the existence of supervision and income-generating services, one of the institutional defects. Opportunities: Governments at all levels have increased their financial support for the foundation of public health. The importance of grassroots public health work has become increasingly prominent, and the reform of grassroots public health institutions is under way. Faced with the threat: the pressure of supervision and law enforcement is gradually increasing, raising the risk; the scope of business is facing a serious decline. [Conclusion] It is necessary to change the concept of government, straighten out the operation mechanism of public health at grass-roots level, implement full security management, innovate the service mode, strengthen the balanced development of public health institutions in the region and improve the overall service level, and promote the construction of public health information system and platform , Comprehensively improve public health monitoring and assessment and decision-making management capabilities.
