本文从承包制的特性、承启作用、对经济增长的贡献以及发展前景等方面,评价了承包制的历史地位。作者认为,承包制所造就的承包经济具有鲜明的特性:(1)经济关系的契约为联结纽带;(2)经济利益成为各经济主体明确而直接的追求;(3)经济主体具有空前的活性。承包制兼容了新旧体制的因素,并推动旧体制向新体制转换。承包制推动了我国的经济增长,它较好地调动了企业经营者和职工的积极性,保证了一定的增长速度,减少了亏损。作者认为,承包制在未来的发展中将与股份制形成对接,但这不是改革试错纠偏的选择,而是改革发展阶段的客观延续。
This paper evaluates the historical status of the contracting system from aspects of the characteristics of the contracting system, the role of inheritance, its contribution to economic growth, and its development prospects. The author believes that the contracting economy created by the contracting system has distinct characteristics: (1) the contract of economic relations is the link of ties; (2) the economic interests become the clear and direct pursuit of various economic entities; (3) the economic agents have unprecedented activity. . The contracting system is compatible with the factors of the old and new systems, and promotes the conversion of the old system to the new system. The contracting system has promoted China’s economic growth. It has mobilized the enthusiasm of enterprise managers and employees, guaranteed a certain growth rate, and reduced losses. The author believes that the future development of the contracting system will form a link with the shareholding system. However, this is not an option for correcting mistakes in the reform, but an objective continuation of the stage of reform and development.
