2008年3月4日.美国国防部依据《2000财年国防授权法》(公法106—65)向国会提交了2008年《中国军事实力报告》(下称《报告》)。《报告》内容涉及面更广除继续对中国的总体战略、安全战略、军事战略和军队现代化的目标、趋势、进展等问题进行评估外.还首次专题评估了中国军队现代化进程中的人力资源等问题。《报告》的措辞与语气较2007年版进一步趋缓.但指责中国军力不透明.渲染“中国威胁”.进一步遏制中国的主旨并未改变。
March 4, 2008. The U.S. Department of Defense submitted the 2008 China Military Strength Report (hereinafter referred to as the “Report”) to the National Assembly based on the FY2000 National Defense Authorization Act (Public Law 106-65). In addition to continuing to assess China’s overall strategy, security strategy, military strategy, and the goals, trends and progress of military modernization, the Report covers the first special issue of assessing the human resources in the process of China’s military modernization problem. The wording and tone of the report further slowed down from the 2007 version, but it accused the Chinese military of being opaque, rendering “China threat.” The main thrust of containing China has not changed.
