本文在调研北京高职发展及现状基础上，分析了进一步积极发展高职教育是北京经济社会发展的需要，是保持北京人口资源优势、实现高等教育普及化目标的需要。强调要着力解决以往存在的认识和定位．三教统筹、办学体制和运行机制等问题。提出北京高职教育发展的基本思路和发展方针是积极发展、三教统筹、由低到高、分步到位，以及发展北京高职教育的基本对策。
Based on the investigation of the development and status quo of higher vocational education in Beijing, this paper analyzes the need of further developing vocational education in Beijing in order to further economic and social development of Beijing and the goal of maintaining the population resources advantages of Beijing and popularizing higher education. Emphasis should be put on efforts to solve the existing understanding and orientation. Three education co-ordination, school system and operation mechanism and other issues. The basic idea and guiding principle for the development of higher vocational education in Beijing are to develop actively, integrate education from three levels, from low to high, step by step, and develop basic vocational education in Beijing.
