自1971年开始,日本东京大学生产技术研究所承担了“城市市区防灾”研究任务,其中有一个课题是研究一种新的控制振动的装置,用以减少地震时结构对地面运动的反应。“质量泵”(mass pumps)就是他们研究出来的这样一种装置。
