行政权力是行政管理的生命线。笔者认为，对行政改革理论的研究必须引入行政权力这一概念，才能使行政改革的理论由宏观层面过渡到微观层面，从而为我国的行政改革理论奠定可操作性基础。本文剖析了行政权力、行政权力结构的概念，并运用社会学的结构——功能理论分析了行政权力结构变迁的规律，由此得出社会主义市场经济条件下的行政权力结构模型：系统整合型、有限型、法治型；在此基础上进一步探讨了行政权力与行政改革的关系，并揭示了其对我国行政改革的意义；最后，笔者认为为防止行政权力结构变迁过程中的刚性阻力与行政机构的自我膨胀，必须在新建立的行政权力结构中注入文化与利益两种平衡与润滑机制。
Administrative power is the lifeline of administration. The author believes that the study of the theory of administrative reform must introduce the concept of administrative power in order to make the theory of administrative reform from the macro level to the micro level, so as to lay a practical foundation for our country’s administrative reform theory. This paper analyzes the concept of administrative power and administrative power structure, and analyzes the law of the change of administrative power structure by using the sociological structure-function theory. From this we can draw the conclusion that the administrative power structure model under the condition of socialist market economy: , The limited type and the rule of law. On this basis, we further discuss the relationship between administrative power and administrative reform and reveal its significance to the administrative reform in our country. Finally, in my opinion, in order to prevent rigid resistance and administration in the process of administrative power structure change Institutional self-expansion, we must inject new culture and interest balance and lubrication mechanism in the newly established structure of administrative power.
