近年来,地勘单位纷纷走入市场竞争的潮流中。但由于地勘单位仍是事业单位投资的国有独资企业,难以建立完善的现代企业制度和相应的运行机制,大多数企业还是采取了粗放型管理模式,这使得其风险管理能力相当薄弱。江苏省地质工程勘察院(简称工勘院)作为老牌地勘单位,虽然积累了丰富的经营管理经验,但也面临着上述困境和挑战。因此,如何从风险防范着手来解决管理模式改革中的难题就成为工勘院的当务之急。
In recent years, geological exploration units have entered the market competition in the trend. However, as geological exploration units are still state-owned enterprises invested by public institutions, it is difficult to establish a sound modern enterprise system and corresponding operation mechanism. Most enterprises adopt a extensive management mode, which makes their risk management capabilities rather weak. As a veteran geological prospecting unit, Jiangsu Geological Engineering Investigation Institute (hereinafter referred to as “Institute of Mining and Reconnaissance Institute”) has accumulated a wealth of management experience but is also facing the above dilemmas and challenges. Therefore, how to deal with the difficult problems in the management mode reform from the precautionary measures of risk has become the top priority of the Institute.
