全球化使社会活动越来越透明,远洋船舶、民航飞机等大型物体已经能被识别和跟踪;未来交通运输工具、物资流动、人员活动乃至日常生活用品等一系列移动目标都可以被跟踪甚至置于全球监视之下;工农业生产活动、产业链条和销售链条等也将不会是例外。因此面对新时期信息技术的发展和全球化的进程,国家信息安全面临的威胁和挑战更加严峻。西方战略家更是认为,实体空间的大规模毁灭战争正在向网络空间的大规模瘫痪战争转移。新时期如何加强我国基础网络和重要信息系统安全保障体系的建设,无疑成为一个意义深远而值得深入思考的课题。
