20世纪末以来,数字鸿沟逐渐成为人们关注的热点问题。从技术—社会范式来看,数字鸿沟不仅仅是技术上的差距,更是一种社会排斥。数字鸿沟治理在实质上是通过反社会排斥实现社会融合的过程。世界上很多国家已经针对数字鸿沟提出了治理措施,形成了不同的数字融合战略。借鉴国外经验,中国在治理数字鸿沟的过程中应该以遭到数字排斥者为服务对象,以能力建设为重点内容,通过建立公私合作伙伴关系,确保公民能机会均等地接入和使用信息通讯技术,不断实现从数字排斥到数字融合的转变,推动和谐社会建设。
Since the late 20th century, the digital divide has gradually become a hot issue of concern. From the technical-social paradigm, the digital divide is not only a technical gap but also a social exclusion. Digital divide governance is essentially a process of social integration through antisocial exclusion. Many countries in the world have proposed governance measures for the digital divide and have formed different digital convergence strategies. Drawing on experience from other countries, China should take digital exclusion as a service target and focus on capacity-building in the process of governing the digital divide. By establishing public-private partnerships, China should ensure that citizens have equal access to and use of information and communication technologies , Continue to shift from digital exclusion to digital convergence and promote the building of a harmonious society.
