陕西省榆林市是国家重点扶持的贫困地区,全市12个县区中,10个是国家级贫困县,2个是省级贫困县,经济基础薄弱。“九五”以来,榆林以财政增收、群众致富为目的。大力调整和优化产业结构,加大财源建设投入力度,经过几年艰苦的努力,取得了初步成效。从上级争取资金,从本级有限的财力中挤出资金采取贴息等手段,扶持财源建设项目,培育了新的经济增长点,财政收入稳步增长。2002年实现财政收入19.8亿元,比2001年增长35%,比1997年增长259%,其中地方财政收入完成9.68亿
Yulin City, Shaanxi Province, is a poverty-stricken area heavily supported by the state. Of the 12 districts and counties in the city, 10 are state-level poverty-stricken counties and 2 are provincial-level poverty-stricken counties with weak economic foundation. Since the Ninth Five-Year Plan, Yulin has adopted the principle of increasing revenue and raising people’s wealth. We have vigorously readjusted and optimized the industrial structure and increased investment in the construction of financial resources. After several years of painstaking efforts, we achieved initial success. Fighting funds from their superiors, squeezing out capital from their limited financial resources and adopting measures such as interest subsidy to support financial resources construction projects, nurtured new economic growth points and steadily increased their financial revenues. In fiscal 2002, 1.98 billion yuan of revenue was realized, an increase of 35% over 2001 and an increase of 259% over 1997, of which 9.68 billion yuan of local fiscal revenue was completed
