近年来,山东青岛林业种苗、花卉业得到快速发展,已成为农村的一项新兴产业。能否抓住城市生态建设、“绿色奥运”承办和农业结构调整的机遇,把林业种苗、花卉产业做大做强,使之成为农村的主导产业之一,实现农民、集体和财政的增收,促进“三农”问题的解决,成为摆在各级领导面前的一个重要课题。2003年10月,青岛市林业局、青岛市花卉协会组织专人,对全市林业种苗、花卉发展的现状、存在的主要问题以及发展对策进行了调研。
