有一些地区经济发展还比较滞后,这些地区的农村成人教育往往也是后进的,若任其自然,那与经济发达区域的差距将越拉越大。就发展教育来说,经济基础差,必然造成办学、教学经费拮据,这是发展成教的外因。成教专干的主观努力,则是成教工作好坏的内因。辩证唯物主义者认为:外因是变化的条件,内因是变化的根据,外因通过内因而起作用。作为搞教育的主体——成教工作者应从客体——现实中寻找契机,捕捉机遇。困难中蕴藏着契机,问题与机遇同存。认真思索一下,经济后进地区发展成人教育的有利因素还是不少的。目前农民都有学科技、用科技的愿望,这是发展农村成人教育的深厚的思想基础。村里的少数科学致富的殷实人家是科教兴
