本文以中共十五大关于政治体制和领导机构改革的精神为指导,运用系统论方法考察现代领导班子的优化建构问题。笔者认为,现代领导班子作为一种系统,其优化的内容涉及个体优化、结构优化和动态优化三个相互联系的环节,其中个体优化是领导班子整体优化的前提和基础;结构优化是领导个体的党派、年龄、专业知识、智能、性格气质、职能等各种要素按一定序列和比例的组合以产生1+1>2的最佳效能;动态优化则是通过一定机制保证领导班子整体功能的持续优化的过程,从而形成一个互补、协调、规范化、自适应、多功能、高效率的稳定的领导班子。
Guided by the spirit of the 15th CPC National Congress on the political system and the reform of the leading body, this paper examines the optimization and construction of the modern leading group by using the method of system theory.
