西部要实现山川秀美的宏伟目标,需要对现行的林业管理体制、投入机制、组织结构等进行—系列的重大改革和调整。而改革和调整的中心应重点围绕解决西部林业生态建设的动力问题来进行。应在“以人为本”的理念指导下,建立以产权明晰为条件,以所有制改革为突破口,以机制创新为内容的市场化运行模式是解决西部林业生态建设动力问题,保持其持久快速发展的重要选择。
In order to realize the grand goal of beautiful mountains and rivers, the western region needs to carry out major series of reforms and adjustments to the existing forestry management system, investment mechanism and organizational structure. However, the center of reform and adjustment should focus on solving the impetus of the ecological construction of forestry in Western China. Guided by the concept of “people-oriented”, the establishment of a market-oriented mode of operation based on explicit property rights, taking ownership reform as a breakthrough and system innovation as the content is an important choice to solve the impetus of the forestry ecological construction in western China and maintain its long-term and rapid development .
