随着我国行政体制改革的不断深化,政府绩效评估作为衡量政府公共服务和公共责任的有效管理工具和方式受到极大的重视和推广。政府绩效评估对于政府工作效率、公信力以及公众对其满意度具有重要的价值,通过绩效能够完善政府的行政权的使用,从而起到政府有效的公共服务职责。但是由于我国政府绩效评估相对于西方来说,起步晚,制度化、科学化、程序化等方面存在着种种缺陷。因此,本文指出,完善我国政府绩效评估,提高政府执行力和公信力,成为我国行政改革的重要任务之一。
With the continuous deepening of the reform of the administrative system in our country, the government performance appraisal has received great attention and promotion as an effective management tool and method to measure the government public service and public responsibility. Government performance evaluation is of great value to the government’s work efficiency, credibility and public’s satisfaction with it. It can improve the government’s administrative power through performance and thus play an effective public service responsibility of the government. However, due to the performance evaluation of our government relative to the West, there are many shortcomings in the beginning, the institutionalization, the scientificization and the proceduralization. Therefore, this article points out that perfecting the performance evaluation of our government and improving the government’s execution and credibility has become one of the important tasks of the administrative reform in our country.
