(一)基本情况 益阳大厦始建于1985年10月,建成时号称“湘中第一楼”,是益阳的重点形象工程。该大厦主楼17层,高71米,总建筑面积16500平方米,建设总投资1800余万元,位于益阳市资阳区桥北繁华中心路段,隶属资阳区商业局,内设商场、夜总会、宾馆、桑拿浴室、餐厅、写字楼,是集购物、办公、住宿、娱乐、餐厅于一体的一类高层民用建筑。该工程设计单位未严格按《高层民用建筑设计防火规范》要求进行防火设计。施工前,未经消防部门审核便擅自动工,在施工过程中,建设单位因资金不足,擅自砍掉部分消防配套设施,属边建设边使用的“双边”工程,其一、二期工程先后于1987年1月11日开业,1989年12日全部竣工,至今未进行消防竣工验收。消防部门从动工至今多次检查督促,但先天不足留下了许多火险隐患。
