According to Yang Chen, in “Journal of Distance Education”, 2011, No. 3, the author believes that learning is an extremely important condition for people to develop and truly liberate themselves. However, it does not mean that people can enjoy free and comprehensive development. Human resources upgrading is the product of human learning and development, but it does not mean the free and comprehensive development of people. The emergence of a part of high-quality personnel can indeed promote the improvement of the productive forces, but it can not, on behalf of the productive forces, achieve a free and comprehensive liberation. The “Communist Manifesto” believes that the free and all-round development of each individual is a future communist society
