旅游法是一部非常重要的法律,也是一部比较大的法律。当前,旅游业突飞猛进,可以说是暴进;旅游业对国民经济拉动的影响也比较大。这次我们到地方调研了解到,大家盼法如盼水,旅行社和群众都盼望旅游法能够早日出台。过去,国务院曾经有过协调旅游工作的领导小组机构、机制,但是在20世纪80年代的时候撤销了。现在,国务院没有一个协调机构,主管旅游工作的部门是旅游局,而旅游局实际上就管旅行社和导游,整体的旅游工作协调不起来。比如,
