1956年,毛泽东同志撰写了《论十大关系》,提出:要正确处理沿海工业和内地工业的关系,沿海的工业基地必须充分利用,但是为了平衡工业发展的布局,内地工业必须大力发展。80年代,邓小平同志提出了“两个大局”的战略构想。他指出:在本世纪末达到小康水平的时候,就要突出地提出和解决这个问题。1999年6月,江泽民同志指出:“现在,加快中西部地区发展步伐的条件已经具备,时机已经成熟。如果我们看不到这些条件,不抓住这个时机,不把该做的事情努力做好,就会犯历史性的错误。”这是中国国家3代领导人对开发西部所做出的历史性决策和规划。
