Undoubtedly, the current energy bottlenecks and environmental pollution have become the motive force forcing new energy vehicles to speed up the layout. The United States, Japan and Europe have taken the lead in starting up and have formulated some national plans to promote the automobile industry. The United States launched EVEverywhere, a national innovation program for electric vehicles in 2012, and achieved the goal of recovering vehicle additional costs for five years by enhancing support for key technologies such as high-performance lithium-ion battery materials, plug-in vehicle technology and lightweight technology. Germany released the “Third Assessment Report of National Electric Vehicle Platform Plan” in 2012, and further demanded to establish
