本文认为国有小企业改革是深化国企改革、实现国有经济战略性调整的必然要求。在进一步分析影响当前国有小企业改革的利弊因素的基础上,提出以产权改革、资产重组、结构调整为核心,以政府推动与政策诱导为策略,配套改革,整体推进,实行灵活多样的改革方式。放开是搞活的前提与基础。
This paper argues that the reform of state-owned small enterprises is an inevitable requirement for deepening the reform of state-owned enterprises and realizing the strategic readjustment of the state-owned economy. On the basis of further analysis of the pros and cons of the current reform of state-owned small enterprises, this paper puts forward that reform should be centered on property rights reform, assets reorganization and structural adjustment, with government promotion and policy induction as strategy, supporting reform as a whole, flexible and diversified reform methods .
