本文以翔实的资料介绍了上世纪初,日本法政大学曾开设清国法政速成科、专门接受清朝急需的法律、行政、政治领域的留学生的情况。这些留学生中,产生了2000多名辛亥先贤。晚清特殊的时代背景造成了特殊的留学现象,赴日留学的法学留学生也不可避免的受到当时特殊的留学环境的影响。可以说赴日法学留学生的构成、活动以及后来对中国法制近代化的作用和影响,都是时代背景特征的必然反映。留日法政学生中涌现出一批著名的政治人物和法政人才,他们无愧于晚清的宪政运动和北洋政府以及而后的中华政法英杰。在一定意义上讲,法政留学生的作为左右了本世纪初中国法制近代化的基本走势。
In this paper, we present the detailed information on the situation of foreign students in the fields of law, administration and politics, which were in urgent need of the Qing Dynasty. Among these foreign students, more than 2,000 Xian Xin Yi men were born. The special background of the late Qing Dynasty created a special phenomenon of studying abroad. The law students studying in Japan were also inevitably influenced by the special study environment of that time. It can be said that the composition and activities of law students studying in Japan and their subsequent impact on the modernization of China’s legal system are all inevitable reflections of the background characteristics of the time. A number of well-known political figures and legal experts emerged among students in Japan and France who are worthy of the Constitutional Movement and the Beiyang Government in the late Qing Dynasty and the subsequent Yingjie of China’s political and legal affairs. In a certain sense, the act of law students is about the basic trend of the modernization of China’s legal system at the beginning of this century.
