国家公务员将政治责任、行政责任、法律责任、道德责任肩负于一身。在实际工作中,这些责任对公务员行为的要求不是每时每刻都是一致的,在具体问题上会产生分歧甚至出现冲突的情况。本文将就如何处理公共角色与私人角色的矛盾,如何处理上级命令与法律规定的矛盾,如何处理上级命令与法律规定的矛盾,如何处理多重领导与多重命令的矛盾四个问题,在完善国家相关法律法规和提升公务员自身能力素质两个维度上,从问题产生根源影响、相关理论研究成果、西方国家发展经验和现实发展实践路径的角度进行分析阐释。
Civil servants shoulder political responsibility, administrative responsibility, legal responsibility and moral responsibility. In actual work, the requirements of civil servants for these responsibilities are not always the same, and there will be differences and even conflicts on specific issues.
