通过生产实践证明,长距离原油管道输送的综合经济考核指标中。以万吨原油管输一公里所消耗的燃料油公斤数(kg/10~4t·km,简称能耗值)来考核燃料油的消耗指标是不尽合理的。文章以现场实测的数据论证了以能耗值为考核指标存在的问题,如能耗值小的泵站,加热炉效率却不高;同一泵站在不同的月份加热炉效率基本相同,而能耗值却不同;能耗值过小,使加热炉平均效率失真;不同的站间距,能耗值一样而可输送的距离相差较大等不合理现象。为此,文章提出了以加热炉每加温万吨原油升高一摄氏度所消耗燃料油公斤数(kg/10~4t·℃)为技术经济指标中的燃料油消耗定额的倡议;并就如何下达这个定额指标、如何执评这一指标、注意什么问题等方面作了说明。尤其指出,这一倡议,对于不满负荷运行的长输管道,更显示了它的可比的优越性。
Proved through the practice of production, long-distance crude oil pipeline transportation in the comprehensive economic assessment indicators. To this end, the paper put forward the proposal of setting the fuel oil consumption quota in the technical and economic indicators by using kilograms of fuel oil (kg / 10 ~ 4t · ℃) consumed by heating one tonne of crude oil heated by one degree Celsius in heating furnaces; Issued the quota, how to evaluate this indicator, pay attention to what issues and other aspects of the description. In particular, this initiative shows even more its comparative advantages over long-distance pipelines that are not operating at full capacity.
