我省农业生产受早、涝、低温等因素的影响,产量波动很大,灾害严重年份波动幅度达25%以上。据予报和分析,1984年春不仅有许多地方将出现不同程度的早象,而且部分地区还有涝害的危险,作物生育期间还会出现阶段性低温。因此,夺取1984年农业稳产高产,必须从思想上和物质技术上做好抗灾夺丰收的准备,把抗春旱、保春种,战低温、促早熟做为战略性措施来抓,做到主动防御,有备无患。
