建国前后,党在利用外资的思想和政策上经历了探索、调整和完善的过程。从革命初期党主张用革命手段消灭资本主义,反对外国资本到第二次国内革命开始改变对外资的态度,允许和利用外资,再到建国前后针对当时滞留在华的各类外资企业制定了相应的完善政策。这些思想和政策是党在革命时期关于利用外资的一系列正确的方针、原则和政策的集中体现,它们对于今天我们利用外资的政策和活动都有一定的借鉴意义。
Before and after the founding of the People’s Republic, the Party experienced the process of exploration, adjustment and improvement in its thought and policy of using foreign capital. In the early days of the revolution, the Party advocated the elimination of capitalism by revolutionary means and opposition to foreign capital. At the beginning of the second internal revolution, it began to change its attitude toward foreign investment, allowed and utilized foreign investment, and formulated corresponding plans for various foreign-funded enterprises that were stranded in China before and after the founding of the People’s Republic The perfect policy. These thoughts and policies are the concentrated expression of the party’s correct guidelines, principles and policies on the utilization of foreign capital during the revolutionary period. They all have some reference to our policies and activities for utilizing foreign investment today.
