随着社会和时代的发展不断朝着经济化、科学化的路线挺进,可持续发展已经成为了我国未来发展的重要战略目标。特别是针对目前地球能源在不断被消耗的现状,节能环保已经成为了时代的主题。其中清洁能源代替传统能源已经不是什么新鲜的手段,特别是在现代高度发达的科技条件下,人们开发出了很多清洁的能源,例如:风能、水能、太阳能以及沼气等,而通过清洁能源完成发电项目,也是我国一直在落实的内容。对于清洁能源发电项目的全寿命周期管理,主要可以体现在四个方面,即决策设计方面,成本管理方面、施工方面以及运行方面。其中决策阶段是项目开展的重要基础,在这个阶段,相关企业要拟定项目结构以及地点的选择方案,考察项目的可行性,同时分析项目对企业、社会以及环境带来的效益,所以研究清洁能源发电项目全寿命周期管理的理论和方法,对于我国发电项目的发展完善具有重要的意义。

Especially in the modern highly developed scientific and technological conditions, many clean energy sources have been developed, such as wind, hydro, solar and biogas, but they are completed by clean energy Power generation projects, but also our country has been implementing the content. The life-cycle management of a clean energy power generation project can be mainly reflected in four aspects: the design of the policy, the cost management, the construction and the operation. The decision-making stage is an important foundation for the project. At this stage, the related enterprises should draw up the project structure and the choice of the location, inspect the feasibility of the project, and analyze the project’s benefits to the enterprise, society and the environment. Therefore, The theory and method of life-cycle management of power generation projects are of great significance to the development of power generation projects in China.
