20世纪 2 0年代 ,新桂系致力于交通建设 ,民办公路作为一支重要的力量成为当时广西公路建设不可或缺的一个部分 ,民办公路兴起之因 ,首先是 2 0年代广西财政收入的不足 ,使得官办公路无法独立完成其历史使命 ;其次 ,航运业的诸多不足为民办公路的兴起提供了契机 ;最后 ,政府拉力和民众推力相结合 ,促使民办公路蓬勃兴起。民办公路的建成有许多为人称道之处 ,对今天的公路建设也提供了一些有益的借鉴。但民办公路也有其先天的不足和后天的缺陷 ,所以到了 30年代 ,新桂系政府逐步接管了已建成的民办公路。
In the 1920s, Xinwei was devoted to traffic construction. As an important force, private roads became an indispensable part of highway construction in Guangxi at that time. The reasons for the rise of private roads were firstly the lack of Guangxi’s fiscal revenue in the 20s So that government-run roads can not accomplish their historic mission independently. Secondly, many deficiencies in the shipping industry provide an opportunity for the rise of private roads. Finally, the combination of government pull and public push has prompted the rise of private roads. The construction of private roads has many commendable place, and also provides some useful lessons for today’s highway construction. However, private roads also have their own inherent deficiencies and acquired defects, so by the 1930s, the new Guangxi government gradually took over the completed private roads.
