Not long ago, the Shanghai Municipal Economic Commission and the Industrial Party Committee launched the “Trial Opinions on the Reform of the Distribution System of State-owned Enterprise Operators”, and gradually tried out among Shanghai's state-owned enterprise operators a uniform form of distribution of responsibilities and rights compatible with the modern enterprise system. The “Trial Opinions” in Shanghai recommended annual income distribution, risk mortgage management, shareholding operation of managers, incentive of stock option options and distribution of income of five types of managers according to factor distribution. At this point, it has been speculation that the fiery periodical stock option incentive, as a way of allocating state-owned enterprise operators, has officially started to emerge. The content of the stock options is that the top management personnel such as the general manager and the chief accountant of the company store part of the shares by way of issuing new shares, repurchasing shares, etc. to the top managers when they hold office, promotion and year-end bonuses,
