面对涌动的西部大开发热潮,四川如何把握机遇,加快发展省委、省政府立足省情,全面分析,科学论证,确定了今后10年的发展目标:建成西部经济强省和长江上游生态屏障,经济社会协调发展,努力实现新的跨越。对这一重大战略目标,全省上下应当深刻领会其内涵,按照已经指明的方向,集中精力搞建设,坚定不移抓发展,努力将蓝图变为现实。建成西部经济强省,是一项重大的战略任务。按照经济增长目标的要求,今后10年,我省国内生产总值年均增速要高于全国平均水平,人均国内生产总值在2005年达到全国目前平均水平,2010年赶上当年全国平均水平,经济质量和效益明显提高,全员劳动生产率年均增长10%以上,财政收入年均增长速度比国内生产总值增速高1—2个百分点。从我省制订的经济增长目标可以看出,西部经济强省

The labor productivity of all staffs has been growing at an average annual rate of over 10%. The average annual growth rate of financial revenue has been 1-2 percentage points higher than the growth rate of the gross domestic product.
