从社会不同的发展阶段来看,人们的民生问题是有所不同的。在物质生活匮乏的时代,发展经济,满足人民群众的生存需求,是社会发展的重点。上个世纪末,我国基本上解决了人们的温饱问题,进入了总体小康社会,正在向全面小康社会迈进。与以往相比,现阶段的民生问题已不再是简单的衣食住行,这意味着,在继续提高人们物质生活水平的同时,安全问题、环境问题、教育、卫生和社会公正等方面的民生诉求开始占越来越大的比例。
