石油资源是重要的战略性资源,关系着国家经济安全。石油是种高温易燃易爆的资源,因此石油行业是高温高压的危险行业。健康、安全、环保是石油化工行业的发展趋势。健康、安全、环保就是HSE管理体系的核心。本文将重点分析HSE体系的内涵,在此基础上,指出我国石油企业实施HSE管理体系中存在的问题,并针对技术、思想和体制的问题进行可行性建议分析。
Petroleum resources are an important strategic resource that is related to the country’s economic security. Oil is a high-temperature flammable and explosive resources, so the oil industry is dangerous high-temperature and pressure industries. Health, safety, environmental protection is the development trend of the petrochemical industry. Health, safety, environmental protection is the core of HSE management system. This article will focus on the analysis of the connotation of the HSE system. On this basis, it points out the problems existing in the implementation of HSE management system in China’s petroleum enterprises, and analyzes the feasibility of the HSE management system based on the issues of technology, thought and system.
