1996年12月初,辽宁省葫芦岛市连山区农电局用电科副科长、年仅29岁的徐忠新被派到金星镇电管站任站长。这位辽宁农业大学毕业的高材生在金星这块土地上开始崭露头角,以其敏锐的头脑、踏实的作风、耐苦的精神,换来了令人折服的工作业绩,博得了人们的好评。 金星镇一马平川,不仅农业基础雄厚,工业也颇发达,在连山区的近二十个乡镇中占有举足轻重的位置。但镇电管站的工作却被外欠电费、线路老化等问题所困扰。 金星镇的10千伏高压线路多为五六十年代的老线路,不但超负荷运转,而且线损高,供电能力低,无法适应当地经济发展的需要。

However, the work of the town power station has been plagued by such problems as out-of-pocket tariffs and line aging. Venus 10 kV high-voltage lines are mostly the old line of the fifties and sixties, not only overloaded, but also high line loss, low power supply, unable to adapt to the needs of local economic development.
