1999年开始试点并于2002年全面启动的退耕还林工程,是我国迄今为止最大的林业生态建设工程。该工程国家出台了“三补助一减免”(粮食补助、种苗造林补助费和生活补助费,减免农业税)优惠政策,同时还明确规定了营造生态林和经济林的补助期限和比例要求。生态林与经济林的认定,不但影响到工程建设质量和成效的评价,而且直接关系到国家钱粮补助的兑现和退耕农户的切身利益。为此,本刊特约请国家林业局退耕还林工程管理办公室总工程师杜纪山博士就有关问题撰写了下文,以期能对工程实施起到一定的指导作用。
The project of returning farmland to forestry, which started in 1999 and was started in 2002, is the largest forestry ecological construction project in our country so far. The project country promulgated the preferential policies of “three subsidies and one relief” (grain subsidies, seedling afforestation subsidies and subsistence grants, and agricultural tax deduction), and also specified the subsidy deadlines and proportion requirements for creating ecological forests and economic forests. The identification of ecological forest and economic forest not only affects the evaluation of construction quality and effectiveness, but also directly affects the fulfillment of cash and grain subsidies and the vital interests of farmers returning farmland. To this end, we specifically invite the State Forestry Administration of Returning Farmland to Forest Management Office Chief Engineer Dr. Du Jishan written on the issue below, with a view to the implementation of the project can play a guiding role.
