In order to expand the radiation of Shanghai’s economy to the entire country, promote the linkage between the eastern and western economies, and transform the mode of economic growth, Shanghai’s industrial structure is in the midst of effective internal adjustments and strong external radiation. The purely developed industries have apparently been inconsistent with Shanghai’s strategic objectives. The actual operation results also indicate that the inherent and inter-orientation relationships between the secondary industry and the tertiary industry are increasingly manifested as the incompatibility and advancement of the tertiary industry.
