推行公务卡改革是深入贯彻落实中央八项规定的重要举措,是深化预算管理、规范公共财政支出的必然要求。通过公务卡结算改革,推行公务卡强制结算目录,促进形成公务消费用卡习惯,提高公务支出透明度,有利于从源头上防治腐败,进一步提升财政管理水平。然而,公务卡在推行过程中却遭到冷遇,存在部分单位尚未使用公务卡,已使用公务卡的单位用卡范围窄、业务量小,睡眠卡多、刷卡消费少等问题。笔者建议从以下几个方面加以改进: The implementation of the reform of public service cards is an important measure to thoroughly implement the eight provisions of the Central Government and is an inevitable requirement for deepening budget management and standardizing public financial expenditure.
