China Merchants Reserve Commodities Management Center, China Agricultural Development Bank Sales Department: According to the spirit of the State Council leadership, we are now advising on the financial treatment issues for the National Reserve Sugar (hereinafter referred to as “State Reserve Sugar”): All of them will be sold through the Beijing Huaku Sugar Trading Market (hereinafter referred to as the “Trading Market”) in multiple open bids and sold at the highest bid price. The bid reserve price is determined by the relevant departments of the State Planning Commission and the Ministry of Finance. The management of the State Reserve’s sugar auction organization is the responsibility of the National Bureau of Internal Trade. The number, variety, time and reserve price of each auction shall be notified separately by the relevant departments. 2. The implementation of the State Reserve Sugar Auction shall be handled by the Chinese Enterprise Reserve Commodity Management Center (hereinafter referred to as the “Chinese Business Center”). Chinese Business Center
