我省太原市的秋季(七至九月份)工商稅徵收工作,是在八月二十日佈置的,十月底完成了政策宣傳與組織行戶間的評議工作。從十一月三日開徵,五天內即全部完成七千石的工商稅及一千四百石的地方附加。各戶交納,均踴躍熱烈,為我們徼收工商稅以來所未有。此次順利完成的原因,有如下幾點: 一、對政策宣傅的普遍深入。進城以來,即不斷地在各界代表會,工商戶代表會上反覆講解我們的稅收政策,說明它是「取之於民用之於民」刺激發展生產的:是公平合理的。同時,也着重說明農民支持了長期戰爭,負担相當繁重,必須適當平衡農工商的負担。從而消除了工商戶怕負担重的思想顧慮。同時也指出了不願負担的錯誤想法。
