目前,建立健全宏观调控体制和秩序,已成为治理整顿、稳定经济的当务之急。而完善企业承包制,改进工效挂钩的工作,因处于宏观经济与微观经济的结合部,在整治中更需要加强。现行工效挂钩方式的基本缺陷,是缺乏科学衡量企业效益的尺度和约束企业工资水平合理增长的管理方式,企业工资不能随效益升降。为此,需要建立一种新的管理方式。即制定行业效益水平线及工资水平线,并以此为尺度,运用宏观调控的管理手段,解决企业工资水平随企业效益水平升降的难题。
At present, establishing and improving the macro-control system and order has become an urgent task for governing and rectifying and stabilizing the economy. The improvement of the contracting system for enterprises and the improvement of ergonomics linked work, due to the combination of macroeconomic and microeconomic, needs to be strengthened in the rectification. The basic flaws in the current ergonomics linking method are the lack of scientific measures to measure the efficiency of enterprises and the management methods that constrain the reasonable growth of the wages of enterprises. The wages of enterprises cannot be increased or decreased with benefits. For this purpose, a new management method needs to be established. That is, the formulation of the industry benefit level and the wage level, and as a yardstick, the use of macro-control management methods to solve the problem of corporate wage levels rise and fall with the level of corporate profits.
