据报道,广州市政府从2003年元旦起施行《广州市政府信息公开规定》。届时,广州市行政区域内的所有政府信息都将在合法、及时、真实和公正原则的基础上向社会免费公开。这是我国迄今由地方政府制定的第一部全面、系统规范政府信息公开行为的政府规章。这种建阳光政府的举措表明:让人民了解政务,是实现党和国家监督机制中人民有效监督的必要条件。
According to reports, the Guangzhou municipal government from the New Year’s Day since 2003, “Guangzhou municipal government information disclosure regulations.” By then, all government information in the administrative area of Guangzhou will be freely made available to the public on the basis of the principles of lawfulness, promptness, truthfulness and fairness. This is the first government regulation in our country to date formulated by the local government to comprehensively and systematically regulate the government information disclosure. This initiative of establishing the sunshine government shows that letting people understand government affairs is a necessary condition for effective supervision of the people in the party and state supervision mechanisms.
