国有企业长期处于在计划经济体制下运行,生产组织与管理模式、基础管理都需要不断改革、优化,以增强企业竞争力,适应市场经济体制。只重视技术改造,不改变生产组织模式和生产管理理念的企业,很难适应当前制造业全球化的外部环境。随着我国改革开放进程的发展,西安飞机工业公司自20世纪80年代初开展承担国外民机零部件转包,合作生产至今已走过了二十多个年头。通过转包、合作生产,对我公司飞机制造技术与项目管理水平的提高起了很大的促进作用。
