北京市自1995年出台《北京市公共场所禁止吸烟的规定》以来,控烟工作已持续开展达十六年,但成效远低于预期。究其原因,主要在于控烟执法主体的疲软、执法力度的弱势以及公众参与程度的低迷。因此,有必要针对上述问题进行改革,提升控烟执法队伍的规模和人员素质,改变现有的处罚方式和处罚金额,加大处罚力度,并不断丰富公众参与控烟的途径和方式。
Since Beijing Municipality promulgated the “Prohibition of Smoking Provisions in Public Places in Beijing” in 1995, tobacco control work has been going on for as long as 16 years, but the result is far below expectations. The reason is mainly due to the weakness of the law enforcement body of tobacco control, the weakness of law enforcement and the downturn in public participation. Therefore, it is necessary to reform the above issues to improve the scale and quality of tobacco control law enforcement teams, to change the existing punishment methods and penalties, to increase penalties, and to continuously enrich public participation in ways and means of tobacco control.
