商务部、公安部联合颁布了《典当管理办法》,于2005年4月1日正式实施。这次会议既是《办法》的培训会,也是商务部成立后召开的第一次典当行业监管工作会。会议的主要任务是对《办法》的贯彻执行进行培训,部署2005年新增典当行及典当业监管工作。部党组十分重视典当业的监管工作,2004年两次专门召开部务会,研究典当业监管工作。下面,我根据部党组讨论的精神,讲几点意见:
Ministry of Commerce, Ministry of Public Security jointly promulgated the “Pawn Management Measures”, which was officially implemented on April 1, 2005. This meeting is not only a “method” training session, but also the first pawning profession supervision meeting held after the establishment of the Ministry of Commerce. The main task of the conference is to train the implementation of the Measures and deploy the new pawn shops and pawnshops supervision in 2005. Ministry Party attaches great importance to the supervision of the pawn industry in 2004, twice held a special division to study pawn industry supervision. Next, I will make some comments based on the discussions held by the ministry groups:
