通过分析安徽省林业生态的现状以及森林生态转移支付的理论基础和现实基础,提出适合安徽省林业可持续发展的公共财政政策,并重点针对公共财政政策中的转移支付制度及其具体环节进行深入研究。对比现存的生态转移支付补偿制度监督保障体系,针对安徽省的具体林业生态实情,为完善安徽省林业生态转移支付制度的监督机制提出合理化建议。
By analyzing the status quo of forestry ecology in Anhui Province and the theoretical and practical foundation of forest ecological transfer payment, this paper puts forward the public finance policy suitable for the sustainable development of forestry in Anhui Province and focuses on the transfer payment system and its specific links in the public finance policy the study. Contrasting with the existing supervising and guaranteeing system of compensation system of ecological transfer payment, according to the actual situation of forestry ecology in Anhui Province, we put forward reasonable suggestions to improve the supervising mechanism of forestry ecological transfer payment system in Anhui Province.
