中国传统政治被视为中央集权的君主政治，君主拥有至高无上的权力。但君权的行使并不是毫无限制的。本文分析指出，儒家政治学说和官僚组织正是某种程度上制约君权的重要因素，也正因为这种制约才使得中国古代君主政治得以稳定延续。
