一、统筹城乡经济社会发展的实质内涵统筹城乡经济社会发展主要是指各级党委和政府,在经济社会发展规划和政策的制订、执行过程中,充分考虑城市和乡村、工业和农业、市民和农民等方面的综合利益,以保持和促进城乡经济社会协调发展的政府行为。统筹城乡经济社会发展的内涵十分丰富,物质文明建设、政治文明建设和精神文明建设三个方面都要实现城乡统筹。
I. Overall Connotation of Economic and Social Development in Urban and Rural Areas The overall economic and social development in urban and rural areas mainly refers to the party committees and governments at various levels.
