为实现档案管理的社会化,建立覆盖人民群众的档案资源体系,必须丰富馆藏和建立多样化的档案服务中介机构。为实现档案信息服务的社会化,档案中介机构需具备以下特点:政企分开、权责明晰、独立经营、自负盈亏;遵纪守法、规范经营、诚实守信、优质服务。
In order to realize the socialization of archives management and establish a system of archival resources covering the masses of the people, it is necessary to enrich the collections and establish diversified archives service intermediary institutions. In order to realize the socialization of file information service, the file agency needs to have the following characteristics: separation of government and enterprises, clear rights and responsibilities, independent operation and self-financing; law-abiding, standardized management, honesty and trustworthiness and quality service.
