曾几何时,呼伦贝尔一直是全区各盟市中当仁不让的“龙头老大”。然而,随着计划经济向市场经济转轨,计划经济的弊端凸显,单一的经济结构成为制约发展的桎梏,地方经济陷入徘徊不前的境地。曾红极一时的“呼老大”桂冠失落,雄踞近30年的“老大”位置倾刻间颠覆,迅速滑向谷底。强大的落差、残酷的现实,惊醒了全市上下的“老大梦”,从不服输的呼伦贝尔人第一次感受到寝食难安的危机感。面对其它盟市咄咄逼人的发展态势,呼伦贝尔开始重新审视自己。呼伦贝尔处在东北资源富集区和亚欧大陆桥的结合部,具有对东北振兴和对俄蒙开放的双重聚散功能,发挥着承东启西,左右传递,纵贯南北的枢纽作用,启动东北振兴的最佳“按纽”应该在呼伦贝尔。于是,呼伦贝尔的各级党政领导放下架子,甘当小学生,纷纷踏上“取经”之路。借鉴发达地区和发展较快盟市的经验,呼伦贝尔对自己进行了一次又一次全面的“体检”,寻找自己的软肋,挖掘比较优势。各级党政领导的认识达到了前所未有的统一———落后的主要差距在于:思想观念的滞后。知耻近乎勇。呼伦贝尔在苦苦求索中,终于找到了开启崛起之门的“金钥匙”,从此拉开了翻身“洗耻”奋起直追的序幕。
Once upon a time, Hulun Buir has been the “boss” in the league in the region. However, with the transition from a planned economy to a market economy, the disadvantages of a planned economy have become clear. A single economic structure has become a constraint on development and the local economy has stagnated. Had a smash hit “call boss” title lost, dominating nearly 30 years of “boss” position subversive moment, quickly sliding to the bottom. It has the dual function of reunifying Northeast China and opening up to Russia and Mongolia. The recognition of party and government leaders at all levels has reached an unprecedented unification --- the main difference between backwardness lies in the backwardness of ideological concepts.
