编者按:2004年,浙江省武义县后陈村首开先河,创造性地在全国成立第一个村务监督委员会(以下简称村监委会),而后这一做法在浙江全省推广。地方的成功实践,也为全国的立法提供了借鉴。2010年10月28日,全国人大常委会第17次会议表决通过修订后的《中华人民共和国村民委员会组织法》,首次提出“村应当建立村务监督委员会或者其他形式的监督机构,负责村民民主理财,监督村务公开等制度的落实。”依法保障农民知情权、参与权、表达权、监督权,是健全农村党组织领导的村民自治机制的必然要求。浙江省村监委的做法,就是在这方面的积极探索。他们的经验,值得各地学习借鉴。
